Legislation The Office of the Deputy Secretary for Legislation is responsible for the provision of legislative services in support of the plenary affairs, committee affairs, research and reference and other legislative activities involved in the law making process. It advises and assists in the formation and implementation of legislative policies and programs of the Senate.
The Office of the Executive Director for Legislative Service directs, supervises and maintains an integrated plan of activities, systems and procedures for the provision of effective and efficient legislative support services. It also provides advice and feedback to the leadership regarding legislative matters and issues. It evaluates the performance of all offices under him and recommends to the Deputy Secretary for Legislation important policies for compliance by all offices.
The Plenary Affairs Bureau oversees and directs the overall operations of the three respective offices it encompasses (the Bills and Index Service, the Debate Reporters Service, and the Journal Service). Its scope of operations generally revolves around the daily activities of the Senate when it is in plenary session. The Bureau is tasked with maintaining a transparent and accurate record of events during session and assists the members of the Senate in recording, tracking, and updating all legislative measures, speeches, and all matters taken during plenary session.
This office heads the following services: Described as an indispensable and one of the more important Services under the Senate Secretariat, the various functions and multifarious roles of the different units under the Bills and Index are inextricably entwined in every aspect of the Legislative process – from the filing of bills, the calendaring and preparation of the legislative agenda, the encoding of filed bills and resolutions into its proper format prior to First Reading, the referral of bills to its appropriate committees, the distribution of copies to individual Senators and other concerned Senate officers, the indexing of and monitoring of every bill filed, the engrossment of amendments of bills and resolutions down to the preparation of Third Reading copies and enrolled bills for signature – form part of its invaluable contribution to the constitutional mandate that legislative power be effectively exercised by both Houses of Congress.
Legislative Journal Service prepares and distributes the daily Journal and maintains the Record of Attendance of the Senators in the plenary session. It also prepares the highlights of the daily session and the Index of the Journal of the Senate.
Legislative Debate Reporters Service generates raw transcript of session proceedings and does the initial correction/editing of these transcripts upon referral to Senators for correction. It also prepares records/transcripts in the canvassing of votes during the election for President and Vice President.
The Committee Affairs Bureau is composed of three services offices designated as Legislative Committee Support Service “A,” “B,” and “C.” The Bureau oversees the effective, and efficient delivery of substantive and timely support services to the Senate Committee Systems. Furthermore, the Bureau provides forefront technical and administrative support services to all standing Committees as well as to the ad hoc and special Committees created by the Chamber.

The Legislative Technical Affairs Bureau directs, oversees and reviews all works and activities performed by the Research, Bill Drafting and Parliamentary Counseling Services in aid of legislative work of Senators and their respective staff. Under this Bureau are the following services: Legislative Research Service, Legislative Parliamentary Counseling Service and Legislative Bill Drafting Service.
This office heads the following services: Legislative Bill Drafting Service renders assistance to the members of the Senate in the drafting of bills and resolutions. It provides technical assistance to any Senate permanent committee in the preparation of proposed amendments, substitute or consolidated bills.
Legislative Parliamentary Counseling Service provides counseling service to members of the Senate and Secretariat officials in the form of opinions, advice and studies on parliamentary procedures, practices and precedents. It also provides technical assistance to the Senate on matters dealing with the interpretation and application of the Rules of the Senate and the formulation of proposed amendments to the same, when so requested.
Legislative Research Service conducts researches and studies on major legislation, policy issues and other specific legislative concerns of the Senate. This service prepares opinions, analyses, briefing papers and other forms of technical research assistance in response to queries or requests from the Senators, their staff and other offices of the Secretariat.
The Senate Publications Bureau is responsible for all matters relating to the legislative publications, particularly the Record of the Senate and the Journal of the Senate. In addition, it attends to the needs of Secretariat and Senators’ offices which require printing and mass production of documents. It is supported by two services: Legislative Publications Service and Printing and Reproduction Service.
This office heads the following services: Legislative Publication Service handles the editing and publication as well as pre-press preparation, printing supervision, and quality control and distribution of the Record of the Senate and the Journal of the Senate (in coordination with the Legislative Journal Service). It designs, formats and handles production and distribution of publications documenting aspects of plenary proceedings that are authorized by the Senate President on the Senate Secretary.
Legislative Printing and Reproduction Service handles the design and production of forms, manuals, certificates, circulars, guidelines, orders, invitations, programs, posters, special resolutions and other documents intended for both internal and external or general circulation.
The Legislative Reference Bureau is responsible for all activities relating to the library and archival services, as well as maintenance and operations of the Senate Museum. Under this Bureau are two support services: Legislative Library Service and Legislative Records and Archives Service.
This office heads the following services: Legislative Records and Archives Service is the repository of all legislative records of the Senate. It is mandated to organize, preserve, maintain, secure and make available for reference and research the legislative records and historical records of the Senate.
Legislative Library Service is responsible for the selection, acquisition and compilation of reference materials relevant to legislation. It organizes and maintains various library collections and service facilities to strengthen information and reference services in the Senate. It provides reference and research assistance to the Senators and their staff, other legislative researchers, Secretariat officials and employees of the Senate.
