New Feed Mill Plant to Boost Capiz Aquaculture-Villar

In a significant move to support Filipino fisherfolk and strengthen the country's aquaculture sector, Senator Cynthia A. Villar has filed a bill proposing the establishment of an Aquaculture Feed Mill Plant in Barangay Bahit, Municipality of Panay, Province of Capiz.

The initiative, designed to reduce production costs and improve the livelihoods of local fish farmers, has gained strong legislative backing. The consolidated bill has been adopted by both Houses of Congress and is currently awaiting the President's signature to become law.

The proposed feed mill aims to provide affordable, high-quality aquaculture feeds, helping fish farmers cope with rising feed costs--which account for up to 70% of their total production expenses.

"The establishment of a feed mill in the province of Capiz will directly benefit our fish farmers by providing them with a steady supply of nutrient-rich, affordable feed," Senator Villar said.

"This initiative is a crucial step toward enhancing productivity, ensuring sustainability, and reducing the financial strain on local aquaculture producers," she added.

Before construction begins, the Bureau of Fisheries and Aquatic Resources (BFAR) will conduct a comprehensive feasibility study to evaluate the project's viability and identify the most sustainable implementation model. Two years after completion, the feed mill will be officially turned over to the Capiz provincial local government unit (LGU) for operation and management.

To ensure a smooth transition, BFAR will also provide hands-on training for LGU staff, equipping them with the technical and operational skills needed to manage the facility effectively.

Capiz, renowned for its abundant fishing grounds and swamplands, is seen as an ideal site for the facility. Beyond improving feed access, the feed mill is expected to stimulate the regional economy, bolster food security, and help the Philippines maintain its position as a leading aquaculture producer in Southeast Asia.

The bill also provides government funding not only for the feed mill's construction and operation but also for research and development efforts to enhance local feed production technologies tailored to the needs of Filipino fish farmers.

This initiative reflects Senator Villar's broader advocacy for agricultural modernization, rural development, andenvironmental sustainability--key priorities that aim to make the Philippines' aquaculture sector more resilient, competitive, and future-ready.

"This is not just about building infrastructure," Villar emphasized. "It's about securing the future of our fisherfolk and ensuring the long-term sustainability of our aquaculture industry."

Sa isang mahalagang hakbang upang suportahan ang mga mangingisdang Pilipino at palakasin ang industriya ng aquaculture sa bansa, naghain si Senadora Cynthia A. Villar ng panukalang batas para sa pagtatayo ng isang Aquaculture Feed Mill Plant sa Barangay Bahit, Bayan ng Panay, Lalawigan ng Capiz.

Layunin ng inisyatibong ito na pababain ang gastos sa produksyon at mapabuti ang kabuhayan ng mga lokal na fish farmers. Ang panukala ay nakatanggap ng malawak na suporta mula sa Kongreso at naipasa na sa parehong Kapulungan. Sa kasalukuyan, ito ay naghihintay na lamang ng lagda ng Pangulo upang maging ganap na batas.

Ang planong feed mill ay magbibigay ng abot-kayang at de-kalidad na aquaculture feed para sa mga mangingisda, na ngayon ay nahihirapan dahil ang halaga ng feed ay umaabot ng hanggang 70% ng kanilang kabuuang gastusin sa produksyon.

"Ang pagtatayo ng feed mill sa Capiz ay direktang makikinabang sa ating mga fish farmer sa pamamagitan ng pagbibigay ng tuloy-tuloy na suplay ng masustansya at abot-kayang feed," pahayag ni Senadora Villar.

"Isang mahalagang hakbang ito upang mapataas ang produksyon, mapanatili ang sustainability, at mapagaan ang pasanin sa gastusin ng ating mga lokal na aquaculture producers," dagdag pa niya.

Bago simulan ang konstruksyon, magsasagawa muna ang Bureau of Fisheries and Aquatic Resources (BFAR) ng isang komprehensibong feasibility study upang tiyakin ang pagiging angkop at tagumpay ng proyekto, pati na rin ang pinaka-mabisang paraan ng pagpapatupad nito.

Pagkalipas ng dalawang taon ililipat sa LGU ang pamamahala at operastion ng nasabing feed mill plant, at magbibigay ang BFAR ng training sa mga kawani ng LGU para sa pagtataguyod at pagpapatakbo nito.

Ang Capiz, na kilala sa mayamang yamang-dagat at malawak na latian, ay itinuturing na angkop na lokasyonpara sa proyekto. Bukod sa pagpapabuti ng suplay ng feeds, inaasahang makatutulong ito sa pagpapalago ng lokal na ekonomiya, pagpapalakas ng seguridad sa pagkain, at pagpapanatili ng posisyon ng Pilipinas bilang pangunahing aquaculture producer sa Southeast Asia.

Ang panukala ay may nakalaang pondong mula sa gobyerno hindi lamang para sa pagtatayo at operasyon ng feed mill, kundi pati na rin sa research and development upang mapaunlad ang teknolohiya sa paggawa ng feed na angkop sa pangangailangan ng mga Pilipinong fish farmer.

Nag nasabing proyekto ay nagpapatunay ng patuloy na pagsuporta ng Senadora sa modernisasyon ng agrikultura at pagpapalakas ng industriya sa kanayunan lalong lalo na sector nag aquaculture ng bansa.

"Hindi lang ito basta pasilidad," diin ni Villar. "Ito ay isang mahalagang hakbang para sa kinabukasan ng ating mga mangingisda at sa pangmatagalang katatagan ng ating industriya ng aquaculture."
